What Permits Does a Restaurant Need in Türkiye?
Opening a restaurant in Türkiye requires three core documents: a workplace opening and operating licence (*işyeri açma ve çalışma ruhsatı*) from the municipality, a food business registration certificate (*işletme kayıt belgesi*) from the District Directorate of Agriculture and Forestry, and a mastery certificate (*ustalık belgesi*) held by the cooks in your kitchen. Serving alcohol by the glass adds an open alcohol sales licence. Around these sit company and tax registration, hygiene training certificates, and — depending on the venue — a fire department report.
This guide is written for investors and operators who are unfamiliar with the Turkish administrative structure. The order matters, because several documents depend on the output of another.
1. Company formation and tax registration
The first step is commercial identity: choosing the company type, registering with the trade registry and the tax office, and joining the relevant professional chamber — either the chamber of commerce or the chamber of tradesmen and craftsmen. The licence application asks for chamber registration documents, so this has to be finished first.
2. The municipal operating licence
Under the Regulation on Workplace Opening and Operating Licences, restaurants are classified as a sıhhi müessese — a "sanitary establishment". This is the broadest category in the regulation: every workplace that is not designated a *gayrisıhhi müessese* (an establishment with industrial or environmental impact) falls into it.
The licence is issued by the municipality inside municipal boundaries, and by the provincial special administration outside them. The application is made with a declaration form annexed to the regulation.
The important mechanism: if the declaration form is complete and the premises comply, the licence is issued the same day, without any further procedure. This is a declaration-based permit, not an inspect-then-approve one.
Inspection comes afterwards. Licensed premises are inspected within one month; if that does not happen, the licence becomes final. If an inspection finds deficiencies, the operator gets a one-time fifteen-day period to fix them. If they are not fixed, the licence is cancelled and the premises are closed.
Speed is the benefit; the risk transfers to the operator. Everything declared on that form has to be true on the floor.
3. Food business registration
Article 30 of Law No. 5996 on Veterinary Services, Plant Health, Food and Feed requires businesses subject to registration to register with the Ministry.
In Turkish food legislation a restaurant is a mass consumption establishment (*toplu tüketim yeri*) and falls within the definition of "retail". Applications go to the District Directorate of Agriculture and Forestry.
One point is widely misreported. For warehouse, retail and mass consumption businesses, the document required at application is the food business registration application and declaration form. A copy of the municipal operating licence is required only from businesses producing bread, bread varieties and plain pide, or performing the final baking step — it is not listed as a separate condition for restaurants.
The timing is firm: registration must be completed before the business begins operating, and the premises must already satisfy the building, infrastructure and equipment requirements of the Food Hygiene Regulation.
4. Who actually needs the mastery certificate?
This is the most misunderstood requirement. The *ustalık belgesi* is required of the cooks working in the kitchen, not the owner, and the number depends on the restaurant's class:
- First-class restaurant: at least two cooks holding a mastery certificate
- Second-class restaurant: at least one cook holding a mastery certificate
- Third-class restaurant: at least one cook holding a mastery certificate
So a foreign investor without a Turkish mastery certificate can absolutely open a restaurant — but must employ certified cooks in the number matching the venue's class.
The class distinction is physical, not just administrative. In all three classes the kitchen must have three separate zones: preparation, cooking, and dishwashing. First-class venues carry further requirements — heating, cooling and ventilation by central heating or air conditioning, uniform porcelain or glass plates, stainless steel cutlery.
Designing the kitchen around those three zones at the drawing stage is far cheaper than moving a wall later. The most common mistake I see on site is leaving the dishwashing area until last, so that clean and dirty flows cross.
5. Alcohol sales licence
Alcohol sales licences are issued by the Ministry of Agriculture and Forestry. Serving alcohol by the glass requires an open alcohol sales licence (*açık içki satış belgesi*).
For 2026 the fee is TRY 17,704 in provincial centres and metropolitan municipality areas, and TRY 6,792 elsewhere. Licences renew annually; the deadline for 2026 renewals was 31 March 2026. Without renewal no new stock may be purchased, and a thirty-day liquidation period applies to existing stock.
There is also a hard constraint on site selection: premises selling open alcoholic drinks must be at least one hundred metres, door to door, from public and private school buildings, from dormitories housing primary and secondary students, and from nursery schools. Check this before signing a lease. It is not a problem that can be solved afterwards.
If live music or entertainment is added alongside alcohol, the venue may be reclassified as a public rest and entertainment venue. That lengthens the process: the authority must obtain the police view before issuing the licence, the police report back within seven days, and applications are concluded within one month.
6. Hygiene, fire and other documents
A hygiene training certificate is mandatory for food sector workers, and many municipalities ask for it in the licence file. Sources disagree on how long the certificate remains valid, so confirm the renewal condition directly with your municipality and district agriculture directorate rather than relying on secondary summaries.
A fire department report is not demanded of every business — only of the venue types that require one. Even where no report is required, fire precautions are still mandatory. A flue system capable of extracting steam, odour and smoke from food preparation and cooking areas is among the minimum common conditions for sanitary establishments.
Standalone premises with more than ten employees must provide a rest area, a changing cubicle, and separate toilets for men and women.

The expensive mistakes happen at steps 2 and 3. A lease that fails the hundred-metre rule, or a kitchen design with no dishwashing zone, is not paid for at the licensing stage — it is paid for in renovation.
How requirements vary by municipality
The regulation is national, but the document list each municipality asks for differs. Some list the tax certificate and some do not; some ask for a street-numbering document, fire extinguisher invoices, or one extinguisher per 200 m²; premises registered as residential on the title deed may need a unanimous petition from the building's owners.
